Richard laughed as he lead Willard from the steps to the shark tank.  Willard watched the sharks as they swam through the acquarium apparently eying the people for their next meal.

Willard listened to the computer generated voice transmission of the next site.  Orange avenue office of the employment agency!  He had been interviewing Universal Clones that were located on the fifth floor of the building, sent by C.I.A. double agents.  Placement of the Universal Clones distributed them throughout the general population. Legitimate businesses employed Universal Clones Willard interviewed thinking they were normal people.  Apparently, after he interviewed the Clones they received their instructions at a juxtaposed office down the hall from his office. Paradoxically Willard helped the Clone cause without his knowledge!
Given the computer generated background information the Clones are all receiving their instructions for the Washington operation.  Terriorist actions would take place in two months given the above instructions, printed out on his screen.  Local police would be checking the destruction of the Universal Clone Hideout, considered Willard, thereby he would not have much time to neutralize the Agency.
Addie told him to wait till she arrived in Orlando, before he performed the hit.  She warned him he may be a straw man who may be taking the fall for the terminations. The government had to cover their hits with a cover story that a serial killer was eliminating sites of local government agents, since the killer was working for foreign country.
"They'll blame the I.R.A. for revenge from the anti-Irish government statments supporting the Brits, " claimed Addie.  "The press has supported the anti-terrorist position, since the bombing of the D.C. musieum, that showed weapon's used in the Gulf War," added Addie.
"The Universal Clones must have committed that bombing with I.R.A. type ignition and plastic explosive, " figured Willard.
Willard's participation in the Gulf War and his decoration as a war hero for front line combat emphasized his emotional involvement.  The Viet Nam conflict thought Willard taking place in an antagonistic environment at home almost strangled his chances for recovery.  Early dreams thought Willard were plaguing him for months after the war. Nightmares of dropping into hostile territory by helicopter for combat with disembodied enemy that could be heard but not seen.  He localized them by voice, fired grenades toward the sounds and called in the low flying aircraft to saturate the area with fire-bombs.  When their voices stopped he knew they were dead, otherwise he had to get to the invisible enemy by hand to hand combat, that started and ended so quickly that he never saw their faces, only their sandles, and strange uniforms.
